Thanks for the comments, Chuck. When the computer arrived without PS
Elements, I notified Dell. A couple of days later, they did an
automatic download. I don't recall seeing an activation code at that
time. As a result of my session with their rep yesterday, I now have a
valid code. I have entered it multiple times, on startup, and it
appears to satisfy the system. Alas, on the next start, the same
sequence is necessary.
Revo Uninstaller is a good suggestion. If I am left to my own devices,
that is the route I will take. My dilemma is whether I do the new
download from Dell, or directly from Adobe. I don't know if the code is
good with Adobe, but assume it must be.

If uninstall/reinstall doesn't get it I'd try uninstalling again but
with "Revo Uninstaller" (the free version)

Revo does a lot more scrubbing of the registry looking for stuff that
gets accidentally left behind.
