FastStone Image Viewer <http://www.faststone.org/FSViewerDetail.htm>
Free and has an excellent slide show facility. It does a lot more than
slide shows but it does slide shows very well.
Simply put the photos into a folder, navigate to the folder with
FastStone and click on the slide show icon. When you enter the slide
show you can customize various options like background color, display
time per slide, transition effects, etc.
Be sure to also download the tutorial file (available as PDF) which
contains far more information than the sketchy built-in help file.
There are two separate but similar slide show facilities which are
explained on page 68. Slide Show Builder allows pre-defining and saving
the slide show parameters.

Steve, if it is to be displayed on the church's primary projection system,
they are using Song Show Plus or equivalent. Display of a group of pictures
is a breeze with it.
Otherwise, you can create a powerpoint (or Impress) presentaion. The third
way is to build a dvd using various freebee tools.
