Yes, basically all the difference in fuel prices between the US and Europe is due to taxes. It has little to do with market conditions. Oil is a global commodity whose price is more or less the same everywhere. The reason gas is cheap in Saudi Arabia has nothing to do with the fact that they have lots of oil but because they choose not tax it. Norway is also a big oil exporter, and gas there is just as expensive as elsewhere in Europe.
