If they are going to get that rider's hand loose from that rope, they
have to get even closer than that. And that is one of their jobs, along
with helping to protect the rider when he dismounts. BTW, the PBR
{Professional Bull Riders} call them Bull Fighters, not Clowns. And
those Bull Fighters do one Helluva job. And what is wrong with his helmet?

Yes, but there are a number of things wrong here, starting with the
rider's helmet. That plus the clowns are working very close to the bull, which
will spook him. I get the impression that this is a Jaycee or some other
entry-level rodeo where safety is set to a much higher standard.
