I'm surprised that Cameraquest (and other sources) don't seem to be able to
identify the manufacturer - the Tomiyama Art Pan was relatively well known and
made for ages. Linhof style 612, 617 and 624. I've seen a few 617s, all with
the Nikkor 90mm SW. Apparently they also made an 8x10 TLR (like Gowland
although his were more bespoke units) and several 4 lens passport cams.
