Ouch!!! Oh, the pain, the pain... :-)
Years ago, a group of California Sea Lions began congregating at the
Ballard Locks in Seattle. They found it convenient to eat all the
steelhead trout that were funneling through the fish ladders. The
problem was that both were endangered species. So the various convoluted
howls of protest were amusing. Each faction had its politically correct
and libertarian proponents, and Seattle being Seattle, the rhetoric was
fast and furious.
The locks are managed by the Army Corps of Engineers, so Federal rules
apply. The Corps couldn't shoot the sea lions or even subject them to
any real harm. Well, they tried scaring them with fireworks, feeding
them fish that were bad-tasting. They even captured them and flew them
down to California. They swam back a few weeks later. Eventually they
left on their own, but there were a couple of years of decimated
steelhead runs.

The swan article is amusing. But invasive species can be a major
problem. Ask anyone who lives in upstate New York about all the cute deer.
