They made it rather complex I'm afraid. First you have to be rather careful
to know with speed limit is imposed on the part of your highway you are,
because the price is derived from the amount of km/h you drive too fast.
Your navigation system can only be trusted with actual data, as these
speeds are subject to change. Quite a lot recently, since 130km/h is a
relative new max speed (the liberals are in charge now, and they bartered
that with the socialists ;-).
In general, on the highway and not around works/repair:
You get a ticket if you drive >6 (with max 100) or >7 km (120+130) too fast.
Then they subtract 3% of your speed because of inaccuracy of the measuring
hardware.
So, with 128 you get a fine for 128-120-4= 4km: €23. But 127 is free ;-).
138 on a 130 road is 3km too fast: €19
The price goes up like (quite steep):
120 100: € 121 120: € - 130: € -
130 100: € 227 120: € 34 130: € -
140 100: € 337 120: € 112 130: € 28
150 100: € om 120: € 216 130: € 112
160 100: € om 120: € 337 130: € 216
170 100: € om 120: € om 130: € 323

It means your case will be individually decided upon. It could still mean,
if they stop you in person, that your car could be confiscated pending that
decision (when you drive like 40-50 km/h too fast, or very dangerous (like
right take over)).
Then we have trajectory controls. You'll pass some if you come from
Rotterdam to the east. What roads do you plan to use?
