Besides the methods to evade taxes that you mention there are other 
advantages to "regressive" taxes like consumption taxes.
e.g. A consumption tax collects from black market gains

people do like their taxes. WA overwhelming rejected a progressive 
income tax. OR voters rejected a sales tax. ???
