I have an old copy of PSP Pro X. It was a low cost offer and I bought
it just to check it out. I did some initial trials and, as I recall,
that version only supported 8-bit color or perhaps it was (as PS was in
the early days) only 16 bits on certain functions. There is yet a
higher version with additional function for more money but, for $29 it
may be time to give it a try again. I suspect (but don't know) that
it's all 16-bit by now. It has supported layers for a long time and is
also compatible with PS plug-ins. It supports raw files but, of course,
it might be a tough task to compete with ACR.
Here's a link to a version comparator

I got this same offer email this morning but hadn't scrolled down far
enough to pick this one up. But I just now ordered it. For $29 I
decided to give it a go for evaluation just in case the PS thing gets
ugly in the future. Probably a week after I install it I'll get an
offer to upgrade to the Ultimate version or whatever they're calling it.
