I would rather phrase it that the capital and largest cities are seldom
representative of the rest of the country.
That is certainly true of the US, where there are several very large cities,
none of which seem to me to be
representative of much of the rest of the country.
It also seems to me to be true of those countries where I've experienced both
capital/largest city and other parts.
Big cities generally attract people different than those who chose to live
elsewhere, I think.
