I don't believe that what you want exists, nor is likely to. Long and fast
equals big glass, and is not cheap.
The Panny 35-100/2.8 is way over your budget and short on focal length.
About your only options are the 40/45-150/175/200 lenses that are slower than
you want, but inexpensive.
Checking on µ4/3 lens options is quite easy on this list.

there, it doesn't exist.
