Usually the HOA covenants override. In my case, I married into the condo.
For the longest time, the rules forbade satellite TV, but those rules were
written back in the days of huge C-band dishes. I fought hard to allow DSS
dishes, and the board finally relented. The result of that battle is that
I am now on that board.... I am going to push the limits as much as I
can. For those of you radio gearheads, I have a copper J-pole for 2 meters
mounted about 18" off the ground, and it's totally enclosed in black
heatshrink and electrical tape, so it doesn't really show up. I am going
to try a 50" diameter loop antenna for HF - that should still sit inside my
courtyard with limited visibility.
If I knew the neighbors behind me, I'd love to take a crossbow and shoot a
dipole wire antenna up into the 100 foot trees behind our condo... but
pretty sure that conversation wouldn't go well.
