Come on Ken, you are casting about to assign blame. Contractors are 
given a set of prints and go to work. What are you suggesting? Codes 
would be a good start. And perhaps investing an extra few $$$ on a new 
home with shelter will be more palatable to buyers now. (but I doubt it)
