Hi Ken,
I've found that, in the genealogy field, many people just "scan", without
regard for quality. This scan was given to me, so I had no influence on the
technique used. But, for me, it was better than having no image at
all........................
I suspect it was scanned from a "drug store" print, from the 1930s.
