It's only viable because the Feds (which includes me and you) are paying
30% of the cost as a grant (used to be a tax credit but some folks
aren't making enough these days that a tax credit is attractive). You
(but not me) get included again to help pay the cost because the state
of New Jersey is also kicking something in (but I haven't found that
number yet.)
The Feds, of course, always make wonderful investment decisions just as
with Solyndra. :-(
