In PhotoShop: Edit->Preferences->Camera Raw->JPEG & TIFF Handling
Select the option to open JPEGs and/or TIFFs in Camera Raw before
passing to PhotoShop.
The third panel in Camera Raw, the Detail panel (double triangle icon)
has sharpening and noise reduction controls. For this particular image
just move the luminance noise reduction slider about half way across.
That's it.
Note the comment on the bottom of the panel. Zoom the preview size to
100% or larger when making adjustments in this panel. Note also that
"sharpening" in this panel is an early process operation and not the
same as "sharpening for effect" which would be what you normally do just
before printing or displaying an image at a given size. When sharpening
for effect you would view the image at intended display size and not
100% as requested here.
