Could be now. But several years ago when I first started investigating
the fire/explosion problems with lithium ion it became apparent why the
cheap Chinese variety were made with simple resistors instead of micro
processor control chips. I checked Texas Instruments and discovered
they sold them for $2.40 each... in quantities of 10,000. At the time
you could buy the batteries on ebay for under $5. It was clear they
didn't contain any of those $2.40 chips. :-)
