I'm sure Chris T can speak to this a whole lot better than me, but the
frequency is long enough that the vehicle really has no ground plane
effect. The fact it's bent also detunes the directionality. The
military has used this type of bent antenna design for many years.
You'll see National Guard Humvees with them.
