Don,
Following your comment, I made a print of the tank, allowing me to get a
better look at the top of the vent pipe. I had first thought that there was
a bird on the vent, but, on closer examination, it appears to be a black
filter box of some sort. Makes me feel better, but I intend to speak to the
water supervisor on Monday.
