It was probably just pretty damned hard to get from California to "over 
there".  I think there were about 4 rail lines out of California heading 
east.  The Panama Canal was in operation (since 1914) but I have no idea 
if it might have been used for troop transport.  It took a long time 
just to get across the country before you could start a sea voyage.
