First thing to check is that many cameras do it themselves these days.
Maybe your friend doesn't need any other software. Check the manual.
Things I used to use but haven't in a long time

There's lots more out there but I don't know of anything else that's
free. You probably can't get any better than Hugin functionally but I
haven't used it in years and don't know how the interface operates
today. Years ago it was a bit kludgy but has probably improved
significantly since then. PhotoShop used to be so-so for panos but has
gotten better and better. As of CS5 I don't see any need to use
anything else but then I don't try to go beyond 180 horizontally or more
than one frame height vertically. It may work fine for full 360 degree
spherical stuff but I don't go there. I assume the same technology
that's in CS5 is in current versions of PS Elements.
ps: I sometimes don't like what PS does when you hand it a bunch of
images and let it use its "auto" mode for the method of aligning and
blending images. I almost always use the simple "reposition" method
which almost always returns a good image with no additional effort
required and minimal cropping (even from handheld panos if done with
reasonable care)
