I didn't invent the term. Emigration is normally thought of as leaving
one's country for another. Out-migration is the sense I've used it is
leaving California for another US state. Net out-migration is the
difference between those migrating in and those migrating out. In this
case 4 million more people left California for other states than moved
into California.
Would you use the term emigration to refer to those moving from
Cambridgeshire to Norfolk?
