Well, they state that the purpose of this test is to evaluate the tripods
for "astronomy" use (I assume that would mostly mean astrophotography). In
that context it would not be surprising if they always try to maximise the
tripod's stability at the cost of the photographer's comfort and not to
extend the legs fully. Perhaps the list members who actually do practice
astrophotography can confirm or deny that.
