I don't doubt that there are other possible culprits, but those I know, too 
well, are Unsharp mask and Shadow/Highlight. 
Web preparation tools that downsample, sharpen and heaven knows what else could 
be culprits. I imagine that Lightroom, 
Aperture and such create them with overuse of some sliders.

I see them in a lot of web images.

A way to avoid them along dark foreground/bright sky edges and horizons is to 
copy the current layer after any lens 
corrections, NR, etc.  Select the sky or other bright background with some 
care, to create a mask. If working with a B&W 
conversion, I would first create the mask using the color version, as blue sky 
may be more easily and better selected 
than just bright vs dark. (If you don't know how to copy a mask from one layer 
to another it's time to learn.)

Then whack away to your heart's content on layers below the sky mask. All the 
borders, halos and other artifacts thrown 
up along the edges are simply covered. You may also edit the sky layer, but be 
careful of LCE and SHi.

With complex edges, trees and such, the masking will never be quite perfect. 
You'll need to use the Paintbrush tool on 
the mask edges to fine tune it and possibly dodge/burn.

Dark borders, like that on the central rock in Bob's image are much less 
obvious, but certainly do occur.

Yup, Clone Tool. I don't know how else to do it after the fact.
