It appears that writing clear, unambiguous English may not be the prof's

If a statement is logically without unambiguous meaning, is an answer as to
whether it is true or false meaningful?
One may guess that he meant "1. If the reflectance spectrum of an object is
nonzero for some wavelengths at which the
illumination spectrum is nonzero, the object will definitely reflect some
light."
