Choices are in Edit=>Preferences=>File Handling. Click on the "Camera Raw
Preferences" box, then set "JPEG and TIFF
Handling" options.
"Automatically open JPEGs with settings" refers to JPEGs that have already been
opened in ACR and have saved ACR
settings in metadata. Once you click "Open Image" or "Done" in ACR on a JPEG,
the original file is marked for life.
Opening it from anywhere invokes ACR, which drives me a bit batty.
"Alt-Open Image" opens it without changing the original file. I may then save
the PS edited file as a PSD or as a JPEG
with a different name. I mostly want JPEGs to open directly in PS, skipping ACR
- different strokes.

Bit depth and color space are ACR settings. Set them once for a JPEG and they
stay that way for JPEGs until changed. My
default is 16 bit and aRGB.
