Tidal wave heights have been predicted fairly accurately. Of course not 
the time and place. Actually the Japanese were made aware of the design 
deficiencies of the reactors and had pledged to "do something". When 
they were going to make changes I have no idea but I believe the 
Japanese were sincere. This according to documents released by wikileaks.
