Ups is a private carrier of packages whereas USPS is the US Postal Service. Ups 
does not deliver to PO Boxes because they are located in the post offices or at 
least that is where PO box mail is collected. 

I imagine that you can send to either but if you send via postal mail PO box is 
your best bet.
