But aren't the students purchasing these on their own? Is the school
supplying cameras?

That's a standard requirement in Education or business, much to my
frustration over the years. I suspect that it's to do with insurance, safety
(electrical) and to avoid potential minor corruptions (I once saw a teaqcher
run a scam involving second hand textbooks!). The only time I ever got
permission to purchase used gear was to acquire darkroom equipment from
another school that was closing down.
