The Gimp most certainly uses layers. But as has been pointed out, the
program is 8-bit. The latest versions of Photoshop Elements is
definitely worthy of most ant photographic effort.
I am an extremely pleased user of Picture Window Pro and use it for
95% of my editing. However, once in a while I have to open an image up
in either Elements or Gimp because of something unusual to be done
with layers.
PWP working methods are different than the Layers approach. Either it
works for you or it doesn't.
