It appears that you go through the host at http://smartlinc.smarthome.com to
connect to your controller. If your internet connection (cable,DSL)
dynamically assigns IP addresses, the controller would have to constantly
send pings* to the host so that it would know the correct IP address. I
don't know where the money comes from to keep the host at smarthome.com
running.
It looks interesting but it seems like an actual user would have to provide
answers to questions to make a choice without surprises.

There is remote PC control software "LogMeIn.com" which does this. They have
a very good product by the way.

I finally concluded that the internet enabled device (cat 5 connector on
the bottom) is the right choice as shown here:

There are two other very similar looking devices. One has a USB
connection, the other is RS-232 serial. These devices only cost about
half as much as the internet device but, in order to be programmed, they
require additional cost software packages that cost more than the
internet device itself. I am still unsure whether a PC needs to remain
connected during operation but it doesn't matter. Just the cost of the
software precludes my use of these products.
