Or a tiny bit of auto body rubbing compound. It looks like sun-fading, only really localized. The light spots are also front-back orientated which corresponds with the LED's pointing direction. I've seen this on varnished wood desks as well as that printed stick-on laminate material that is used on many desks. Those LED's are very bright!
