In PhotoShop:
1) Add a duplicate layer and on that layer...
2) Select Filter -> Blur -> Gaussian blur
3) Slide the blur slider until the fence looks good
(about 4 pixels for the med. size image) and ignore
the bird and snow which are also getting blurred.
4) Add a mask to the duplicated layer
5) Choose the paintbrush tool and select black paint
6) Blacken the mask area under the fence to reveal the
original image of the bird and snow underneath.
7) Flatten the layers and save the result
