According to my wife who is knowledgeable about such things it is a milk pitcher or creamer depending upon the size which wasn't stated. The Dutch motif was popular in the mid--late 1800's to early 1900's. Usually blue and white (flag?) The plain bottom would suggest an earlier date as they weren't required to mark the origin until later. Though it is not necessarily European as they were also produced in the US. Sometimes the feet protruded but it was unclear from the photo whether they were stylized or broken off. About all she can tell from the photo.
