For GIMP plugins, go to the plug-in registry (www.gimp.org) and search for
borders. I forgot which one it is that does this effect, though. I haven't
used it since 2.1, so it's been awhile. I do, however, really like the "Old
Photo" plug-in. That is actually quite handy once in a while.
I had to file out the carrier on my enlarger, because the reflective edge
put a darkened and inverted border in the picture. So I can also do that
border effect too, now, but mine is still a bit rough looking and it's not a
particular "look" that I wanted on my photos.
