It's actually the top balcony - the top half of shutters concertina
back to the sides, and the top and bottom all open as you can see the
top ones in the photo do. It's nice, particularly around sunset when
you can look west across the river to the hinterland hills and the
little individual "mountains" popping up. It serves well as a
waterhole. ;)

It's what you might call Crikey Chic, and pretty standard for the
outdoor worker, particularly in the warmer months. I've got just such
a getup myself, though the colours of all but the boots might differ
(my socks are blue). :)
