The pipe, even though it is insulated, is quite warm. The heat exchangers
on
the supports may be a means of shedding any heat transference before it
gets
down to the ground. This would be especially important in the tundra, eh?

You're right, thats exactly what they are for, to prevent melting of the
permafrost. And the structures are designed to allow the pipe to shift
sideways back and forth during earthquakes, which are relatively frequent
throughout Alaska.
