Uhm....I'd say "not more than a couple of meters, tops, if the water
is really clear", and that's being optimistic.
Honestly, I have taken exactly zero UW photos that I would want to
show off without artificial light. Below the surface, red and yellow
colors disappear rather fast, and all one's left with is blue-green-
blackish.
A compact with a build-in flash and a really wide wide angle lens (to
allow you to get really close so as to minimize the amount of water/
debris you're photographing through) might work until 1-2m or so....
