No sense spending more than necessary for an electric heater. With
electric resistance heat a watt is a watt so buy the cheapest basic
milk-house heater with a fan, thermostat and tipover shut off. About
$25~30. A standard 15amp 120v house circuit in the US and Canada equals
about 1500 watts counting the draw of a fan motor if present. A fan in
the unit helps to spread the meager warmth but a ceiling fan is better
and on a separate circuit. Another low watt option is infrared heat
which directly heats objects not the air. Might be a good way to
supplement an oil furnace with the thermostat set low.
