Winsor,
my understanding is it depends on version of PS you own. Earlier
versions of PS had very
limited 16bit capabilities, in particular if you wanted to do any serious
editing, all the
tools,filters etc were 8bit. I don't own a current version, but I believe they
now support 16bit
more fully.
