In Berkeley, it seems you need a permit to do practically anything but
drop your pants or a tree.
There was an effort a few years ago to enforce laws against nudity. Even
in Berkeley, there are people who have the time and energy to spare on
nagging the city endlessly about such things. So the police arrested the
occasional trespassers of the law - it's really not the climate for it
most of the time. And the DA prosecuted. But juries refused to convict -
not even once. So the whole thing died down again. I think there is now
a law that can assess a fine like a parking ticket. I don't think it's
enforced, for fear someone would challenge it and end up with a jury
trial or in a free speech case.
