Predated by the Daleks "resistance is useless" in the Dr. Who story
"Dalek Invasion of Earth" in 1964, 13 years earlier, and other Dalek
episodes. The writers of Space 1999 probably changed the word to a less
forthright one to avoid obvious plagiarism. :-)
My personal favorite use is by the Vogon guard carrying Arthur and Ford
to the airlock to toss them out into space, in Hitch Hiker's Guide to
the Galaxy <http://www.clivebanks.co.uk/THHGTTG/THHGTTGradio2.htm>. HHG
first used the phrase in the radio series in 1978, slightly after the
Space 1999 episode.
Given the overlapping people in these English Sci-fi circles, there was
likely a lot of creative interaction. As to immediate connection, the
Space 1999 episode with the phrase in it co-starred the Second Dr Who,
to whom the phrase in it's earlier form would have been familiar. And
the episode writer later wrote three scripts for Dr. Who.
