The thing is - it's either quite high or quite low. There's no
in-between. Early units simply put the whole capacitor voltage across
the switch in the camera. After the SCR* was invented, there was a
simple, inexpensive way to trigger using a low voltage, and that became
the standard.
So if a meter doesn't find a lot of volts, it's ok.
