Just a couple of ideas that popped up in my head:
I
- Copy red & blue color channels into layers above main image.
- Move each to correct overlap on its portion of image.
- Make them layer masks and paint out the areas not needing correction
for each color.

Do something similar using CA correction software or plug-in. This is
really CA, but outside the lens itself. I just don't know if CA
correction has enough movement range. Also, it may make some assumptions
about radial degree and direction of the CA that could be wrong.
