A ND filter is used to decrease the amount of light reaching the film.
Another way of looking at it would be to slow down the film you happen to have
in
your camera when there is too much light. A ND filter might be used when
you were trying to achieve less depth of field than would be possible with the
film you are using. The ND filter would allow you to use a larger aperture,
thus reducing DOF. A polarizer will do some of the same, however ND filters
are available at factors that will be more effective than the polarizer.
