I've noticed the same effect with long night exposures. I think it's a
result of reciprocity failure - in a shot where there is plenty of light
with reasonable exposure times you will only just notice 1/5 stop fall off
at the edge of the frame, however when you combine this with reciprocity
failure in a long exposure that 1/2 stop under might end up as effectively 1
1/2 stops under.
