Unless you will definitely want to take it around with you, i'd go for the
desktop. I just assembled a desktop replacing my old laptop and it was dead
easy and cheap. And HDDs are so cheap now, you can get monster storage for a
desktop. I got 2 * 320bg HDDs for mine for like AUS$90 each.
For monitors, get them calibrated and most will be fine for photo editing.
And I would avoid Dell at all costs.
