Can any member in the UK tell me what is special about 0845 phone numbers in 
the UK.

I have cause to ring someone in Edinburgh on an 0845 number whereas the 
local area code is 0131.

Is the 0845 number a scheme to back charge the caller or otherwise increase 
the cost of the call to the caller as opposed to using the conventional 0131 
number?

In this era of phone scams is the 0845 arrangement legitimate?
