The big part of the improvement was the Shadow/Highlight function in
CS2, highlight adjustment only. Then a little LCE to remove the veil.
I did then lighten it with Levels/Curves, separate the clouds and apply
Levels/Curves more just to them, just to maintain something like the
tonal balance of the original, assuming that's more or less what the
subject looked like in person.
I rather like it without that step, but it's a different image, a bit
darker overall and the clouds are darker relative to the land/water. And
I was trying to maintain your overall tonal balance, with the clouds
still light, but with more internal detail.
I've added a version with Highlight and LCE alone, which is much more
dramatic. It's darker overall, as I had to lower Brightness and decrease
Contrast before applying LCE to avoid clipping highlights in that step.
I often have to do that when bringing out internal detail in highlights,
then adjust tonal distribution if the image should be lighter overall.
