This sort of thing is a common feature of firewall programs. They train
themselves to your systems by asking whether or not to allow various
behaviors on the part of software when first set up. It's a bit of a
pain, but actually necessary for first class protection. And it goes
away after a while, fairly soon, in my experience.
It has nothing to do specifically with Vista except that it includes a
firewall.
